When UPI started in India, it was a small pilot that few people outside banking noticed. The National Payments Corporation of India (NPCI) launched the Unified Payments Interface on 11 April 2016 in Mumbai, with RBI Governor Raghuram Rajan at the launch and 21 member banks on board.
Ordinary customers got access a few months later. NPCI announced on 25 August 2016 that UPI was going live for customers with 21 banks, and the bank apps reached the Google Play Store within the next few working days. In its first month UPI handled only 373 transactions. In September 2026 it handled 24.07 billion.
This guide gives the exact dates, explains what changed at each stage, shows the current numbers, and covers what the history means for the limits, features and complaint rules you deal with today. If you want every UPI topic in one place, see our UPI guides hub.

When UPI started in India: the 2016 launch

UPI was built by NPCI, the body set up by banks under RBI oversight to run retail payment systems such as IMPS and RuPay. The idea was simple: one mobile app should be able to send money from any bank account to any other bank account using a short address instead of an account number and IFSC.
The launch happened in two steps:
- Pilot, 11 April 2016: RBI Governor Raghuram Rajan inaugurated UPI in Mumbai with 21 member banks.
- Public launch, 25 August 2016: NPCI said 19 banks would offer UPI apps on the Play Store, while IDBI Bank and RBL Bank joined as issuer banks, so their customers could link accounts through any UPI app.
The 19 bank apps in that first batch came from Andhra Bank, Axis Bank, Bank of Maharashtra, Bhartiya Mahila Bank, Canara Bank, Catholic Syrian Bank, DCB Bank, Federal Bank, ICICI Bank, TJSB Sahakari Bank, Oriental Bank of Commerce, Karnataka Bank, UCO Bank, Union Bank of India, United Bank of India, Punjab National Bank, South Indian Bank, Vijaya Bank and YES Bank. Several of these banks have since merged into larger banks.
So if someone asks when UPI started in India, there are two correct answers depending on what they mean. The system itself started on 11 April 2016. The date ordinary people could download an app and pay is 25 August 2016, with apps appearing on the Play Store in the days after.
What UPI changed compared with older transfers
Before UPI, sending money to another bank usually meant adding the receiver as a beneficiary with their account number and IFSC, then waiting before you could transfer. UPI replaced that with three simple ideas:
- A virtual address: a UPI ID such as name@bank works like an email address for money. Your account number stays hidden.
- One PIN for every app: the UPI PIN is set with your bank, so the same account can be used in BHIM, PhonePe, Google Pay or a bank app.
- Pay and collect: you can push money to someone or receive a request and approve it.
What pushed UPI into daily use

BHIM app, December 2016
On 30 December 2016 the Prime Minister launched BHIM (Bharat Interface for Money), NPCI’s own UPI app. It came weeks after demonetisation, when people needed ways to pay without cash. BHIM gave every bank customer a free, bank-neutral app. Our BHIM UPI guide covers how the app works now.
Third-party apps
Apps such as PhonePe, Google Pay and Paytm joined as third-party app providers working through partner banks. They made scanning a QR code at a shop the normal way to pay, and today they handle most UPI traffic. The partner bank is why your ID ends in a handle such as @ybl or @okaxis.
Free for users
Sending money from a bank account through UPI has no charge for the customer. That kept small payments, like ₹10 for tea, practical. A vegetable seller who would never pay for a card machine could print a QR code and start accepting digital payments the same day.
UPI timeline: major upgrades since 2016
- UPI 2.0 (16 August 2018): added overdraft account linking, pre-authorised mandates, invoices in the payment flow, and later AutoPay for recurring payments.
- UPI in Bhutan (13 July 2021): one of the first international rollouts.
- UPI 123PAY (8 March 2022): UPI for feature phone users, launched by RBI Governor Shaktikanta Das.
- RuPay credit cards on UPI (8 June 2022): users could link RuPay credit cards and pay merchants.
- UPI Lite (20 September 2022): an on-device balance for small payments without entering the UPI PIN each time.
- Hospital and education payments (8 December 2023): limit raised from ₹1 lakh to ₹5 lakh per transaction.
- UPI at the Eiffel Tower (2 February 2024): UPI debuted in France.
- New merchant limits (15 September 2025): up to ₹5 lakh per transaction for verified merchants in categories such as capital markets, insurance, travel, and loan EMIs.
- Cambodia (2 June 2026): one of the most recent international launches.
Each of these upgrades solved a specific gap. UPI 2.0 made subscriptions and EMIs possible through mandates. 123PAY reached people without smartphones. UPI Lite cut PIN entry for small daily spends; see how to use UPI Lite for the steps. The 2025 limit change let people pay insurance premiums, tax-saving investments or travel bookings in one go. How big UPI is in 2026

Ten years after the pilot, UPI is the main way Indians pay digitally. Recent monthly figures based on NPCI data:
| Month | Transactions | Value | Daily average volume |
|---|---|---|---|
| August 2026 | 24.51 billion | ₹29.82 lakh crore | 791 million |
| September 2026 | 24.07 billion | ₹29.37 lakh crore | 802 million |
September’s total was lower only because it had 30 days against August’s 31. The daily average reached a record of about 802 million transactions. For comparison, March 2026 saw 2,264 crore (22.64 billion) transactions with 703 banks live on UPI, and the first month above 2,000 crore was August 2025.
To put the growth in perspective: 373 transactions in the first month against 24.07 billion in September 2026. On an average day in September 2026, UPI processed about 802 million payments, which works out to more than 9,000 every second.
| Measure | At public launch (2016) | In 2026 |
|---|---|---|
| Banks on UPI | 21 | 703 (March 2026) |
| Monthly transactions | 373 in the first month | 24.07 billion (September 2026) |
| Ways to pay | Bank apps on smartphones | Bank apps, third-party apps, BHIM, UPI Lite, 123PAY on feature phones |
| What you can link | Savings and current accounts | Bank accounts, overdraft accounts, RuPay credit cards |
Why knowing when UPI started in India helps you today
The history explains several things that confuse users now:
- Limits change often. The basic person-to-person limit is ₹1 lakh per day, but merchant limits for certain categories have been raised several times. Always check the current limit in your app. Our maximum UPI limit guide keeps the current caps in one table.
- New features arrive in stages. Banks and apps adopt NPCI changes at different speeds, so a feature you read about may not be in your app yet.
- Old bank apps may be gone. Several banks from the 2016 batch merged into larger banks. If your bank has merged, use the app of the bank that took it over.
A practical example of the limits
Say you pay ₹40,000 to a friend at 10 AM and then try to send ₹70,000 to a relative at 4 PM the same day. The second transfer will fail, because together they cross the ₹1 lakh person-to-person cap. You could send up to ₹60,000 instead, or wait for the limit to reset. Your bank may also set a lower cap, so the exact cut-off may vary by bank/app; check in your app.
Now say the ₹70,000 is an insurance premium paid to a verified insurer. Since 15 September 2025, NPCI allows up to ₹5 lakh per transaction for verified merchants in that category, so the same payment can go through if your bank and app have adopted the higher limit.
Common myths about UPI’s start
- “UPI started after demonetisation.” No. The pilot was in April 2016 and the public launch in August 2016, both before November 2016. Demonetisation sped up adoption.
- “BHIM and UPI are the same.” No. UPI is the payment system. BHIM is one app that uses it.
- “UPI was launched by RBI.” RBI oversees it, but NPCI built and runs it.
- “UPI charges users a fee.” Sending money from a bank account through UPI has no charge for the customer.
- “You need the bank’s own app.” No. Since 2016, any UPI app can link an account from any UPI bank.
What to do if a UPI payment fails

Failed payments were a problem in the early years, and RBI set fixed timelines for them in a circular dated 20 September 2019, effective from 15 October 2019. These rules still apply:
| Situation | RBI timeline | If it is late |
|---|---|---|
| Your account is debited but the receiver’s account is not credited | Auto-reversal by T+1 day | ₹100 per day of delay beyond T+1 |
| Your account is debited but the merchant does not get confirmation | Auto-reversal within T+5 days | ₹100 per day of delay beyond T+5 |
T is the day of the transaction. If you paid ₹2,500 on a Monday and the money neither reached your friend nor came back, the reversal should arrive by Tuesday. If it has not:
- Note the UPI transaction ID from the app.
- Raise a complaint in the UPI app and with your bank. Our UPI transaction failed guide lists the exact steps.
- If the bank does not reply within 30 days, or you are not satisfied, file a complaint with the RBI Ombudsman at cms.rbi.org.in or call 14448. Under the 2026 scheme the complaint must be filed within 90 days.
Safety tips that matter as much now as in 2016
- You never need your UPI PIN to receive money. A request to enter the PIN means money is leaving your account.
- Check the name shown on screen before paying a UPI ID or QR code.
- Never share your PIN or OTP, or install a screen-sharing app on a stranger’s request.
- Report fraud quickly in your app, to your bank, and on the national cybercrime helpline 1930.
