UPI Refund Complaint: How to File and Escalate (2026)

A UPI refund complaint is the request you raise when money left your account but did not come back as it should: a failed payment that was debited, a merchant refund that never arrived, a double debit, or a payment that went to the wrong place. The fastest route is almost always the UPI app you paid from, because it raises the complaint against that exact transaction.

If the app does not solve it, the complaint moves up a fixed ladder set by NPCI: the app’s bank, your own bank, NPCI, and finally the RBI Ombudsman. This guide shows each step, what to write, how long to wait before you escalate, and what changed for Ombudsman complaints in 2026. All our UPI help pages are listed on the UPI guides hub.

Quick answer: the UPI refund complaint ladder

LevelWhereWhen to use it
1Your UPI app (help or raise dispute on the transaction)First step for every refund issue
2PSP bank (the bank behind the app)App reply is missing or unhelpful
3Your account-holding bankDebit happened from this bank
4NPCIBank and app did not resolve it
5RBI Ombudsman (cms.rbi.org.in)No reply in 30 days or unhappy with the reply

When you should raise a UPI refund complaint

  • Failed payment with debit and the money is not back after T+1 (payment to a person) or T+5 (payment to a merchant). These deadlines come from RBI’s 2019 circular, and late reversal earns ₹100 per day.
  • Merchant promised a refund for a cancelled order or return, and it has not reached you within the time the merchant stated.
  • Double debit for one purchase.
  • Money sent to the wrong person by mistake. Here a refund depends on the receiver’s consent, so the complaint is a request, not a guaranteed reversal.
  • Fraud. Raise the app complaint, but also report to the cyber crime helpline 1930 right away. See our UPI fraud complaint guide.

If your case is a plain failed payment, read our guide on UPI transaction failed first. Most of those reverse on their own before you need to complain.

Three real-life examples

Example 1: failed payment to a shop

You pay ₹6,500 to a pharmacy on Wednesday. Your bank debits you, but the shop’s screen shows the payment failed. Wednesday is T, so the refund deadline is Monday (T+5). If nothing arrives by Tuesday, raise the complaint in the app on Tuesday and note the ticket number. If the money finally comes on Thursday, three days after the deadline, ask for ₹300 compensation.

Example 2: cancelled online order

You cancel a ₹1,499 order and the shopping site says the refund will reach you in a stated number of days. That timeline is the merchant’s own, not an RBI deadline. Wait for that period, then ask the merchant for the refund reference number. If the merchant shows a refund was sent but your bank has no credit, give that reference to your bank. If the merchant has not refunded at all, raise a dispute in the UPI app with the order ID.

Example 3: double debit

A ₹850 bill payment shows two debits with two different UPI reference numbers. Ask the biller to confirm how many payments it received. If it received both, the biller should refund one. If it received only one, the second debit is a failed payment, and the T+5 rule applies to it.

How to file a UPI refund complaint in the app

  1. Open the UPI app you used for the payment.
  2. Go to transaction history and tap the payment.
  3. Look for an option like “Help”, “Raise dispute”, “Report issue” or “Get help”. The name may vary by app.
  4. Pick the reason that matches, such as “money debited but not received” or “refund not received”.
  5. Add a short note and submit. Save the complaint or ticket number.
  6. Track the status in the same screen. NPCI requires the app to keep the complaint status updated.

The complaint is tied to the transaction, so the banks involved receive it through NPCI’s dispute system. You do not need to email screenshots at this stage. The full system behind this is explained in our UPI dispute redressal mechanism guide.

What to include in your UPI refund complaint

Include the 12-digit UTR, date and amount. Photo: Anastasiia Nelen / Unsplash
  • 12-digit UPI reference number (UTR). See where to find your UPI transaction ID.
  • Date, time and amount
  • Your UPI ID and the receiver’s UPI ID or merchant name
  • Bank account that was debited (last four digits only)
  • What went wrong, in one or two lines
  • For merchant refunds: order ID and the refund date the merchant gave you
  • Earlier complaint or ticket numbers, when you escalate

Never share your UPI PIN, OTP, card CVV or full card number in any complaint. No bank or app needs them to process a refund.

Sample complaint text for your bank

“I made a UPI payment of ₹[amount] on [date] at [time] from my account ending [last 4 digits] to [receiver UPI ID or merchant]. UPI reference number: [12 digits]. My account was debited but the payment failed / the refund has not been received. I raised complaint [ticket number] in [app name] on [date]. Please reverse the amount and pay compensation for the delay as per RBI’s circular on turnaround time for failed transactions.”

When your complaint needs action from the receiver’s bank, it travels as a chargeback request between banks. Under NPCI’s chargeback changes from 15 July 2025, as reported, the receiving bank has 3 calendar days to respond on a person-to-person payment and 15 days on a person-to-merchant payment. If it does not respond in time, the claim is treated as accepted and the refund is processed.

NPCI also limits how many such requests one user can raise. Reports on the August 2025 changes put the cap at 10 requests in 30 days, with a lower cap of 5 linked to the same counterparty. Exact handling may vary by bank/app; check in your app if you are refused.

Escalating to your bank, NPCI and the Ombudsman

Bank

Use the bank’s customer care number from its official website, the internet banking complaint form, or a branch. Quote the app’s complaint number. Make the complaint in writing so it has a date. If the first reply does not help, write to the bank’s grievance or nodal officer, listed on its website.

NPCI

NPCI’s dispute redressal page lists it as the next level after the banks. Use the complaint option on npci.org.in and attach your earlier complaint numbers.

RBI Ombudsman under the 2026 scheme

The Reserve Bank – Integrated Ombudsman Scheme, 2026 came into force on 1 July 2026 and replaced the 2021 scheme. For a UPI refund complaint, the key points are:

  • You must first complain to your bank in writing.
  • You can go to the Ombudsman if the bank rejects it fully or partly, you are not satisfied, or it does not reply within 30 days.
  • File within 90 days from the end of the bank’s response period or its last communication, whichever is later. The old scheme allowed one year, so the window is now much shorter.
  • File online at cms.rbi.org.in, by email to crpc@rbi.org.in, or by post to the Centralised Receipt and Processing Centre, Reserve Bank of India, Sector-17, Chandigarh.
  • There is no fee. The Ombudsman can award up to ₹30 lakh for consequential loss and up to ₹3 lakh for harassment, mental agony and expenses.

Common mistakes that delay a refund

  • Raising the complaint from a different app than the one you paid with.
  • Giving the app transaction ID instead of the 12-digit UTR to your bank.
  • Calling “helpline” numbers from search results or social media. Many are fake.
  • Raising many disputes for small issues, which can hit NPCI’s request cap.
  • Waiting months before going to the Ombudsman. Under the 2026 scheme the window is 90 days.

FAQs on UPI refund complaint

Is filing a UPI refund complaint free?

Yes. Apps, banks, NPCI and the RBI Ombudsman do not charge for complaints.

Can I complain from a different UPI app?

Raise it from the app you paid with, since the complaint is linked to that transaction. You can also complain to your bank directly.

How long do I wait before going to the Ombudsman?

30 days after complaining to the bank, unless the bank rejects it earlier and you disagree. Then file within the 90-day window.

Will a refund complaint get back money sent to a wrong UPI ID?

Only if the receiver agrees to return it, or a court or police order directs it. Banks cannot debit someone’s account without consent for a mistaken payment.

What if I lost the UPI reference number?

Download your bank statement for that date. UPI entries normally show the reference number next to the debit.

Do I get interest on a delayed refund?

For failed transactions RBI sets a flat ₹100 per day after the deadline, not interest. For other delays, ask the bank and then the Ombudsman.

Conclusion

Start every UPI refund complaint inside the app, keep the reference and ticket numbers, and escalate one level at a time. Most cases end at the first step. For reporting other problems, see how to report a UPI transaction, and browse the full UPI guides hub.
